We are here to honour the twenty year legacy of leadership under Mayor Rob Burton, a journey that has never been defined by the pursuit of ephemeral titles, but by a timeless covenant to guard, heal, and cultivate the community we call home. To look back across two decades of this continuous stewardship is to witness a masterclass in municipal governance, a profound pilgrimage of leadership that has permanently, beautifully, and positively altered the very fabric of Oakville’s soul.
For twenty remarkable years, Mayor Burton has guided the Town of Oakville with a steady and reassuring hand, an unmatched clarity of prophetic vision, and a heart completely surrendered to the public good. To guide a rapidly transforming municipality through twenty consecutive years of economic shifting, social evolution, and environmental challenge requires far more than just political acumen, calculated strategy, or standard campaigning. It requires an enduring, sacred love for the land itself, a deep listening to the rivers, the streets, and the quiet aspirations of the families who trust its sanctuary. His tenure has never been about chasing the temporary political winds or the superficial metrics of a single election cycle, it has always been about laying down deep, invisible foundations so that a legacy might stand unshaken for generations yet unborn.
When we look back to 2006, when Mayor Burton first took the solemn oath of office, we remember a town standing at a critical, highly precarious crossroads of rapid, unchecked development that threatened to strip away its identity. Long before he ever entered the official mayoral chambers, he was already fighting on the frontlines for our community as the dedicated head of the Joshua Creek Residents’ Association and the pathbreaking Clear the Air Coalition. He fought with an absolute, burning urgency from his first moment in office to protect the sanctity of our collective home.

His visionary planning ensured that our town grew strictly on our own terms, balancing modernization with historic preservation, while making Oakville widely recognized as one of the safest and most livable communities in all of Canada. This was not a passive achievement, but the direct result of a mayor who refused to let outside development interests dictate the future of our neighbourhoods.
Perhaps nowhere is his sacred stewardship more evident or impactful than in his tireless, decades long protection of our natural environment and delicate local ecosystems. As a woman and a survivor, I deeply honour Mayor Burton’s leadership in his vital advocacy for women, and I wholeheartedly support his environmental initiatives. These frameworks are absolutely critical to the preservation of our earth. He has championed the Oakville and Halton Natural Heritage Systems, successfully preserving over 900 acres of protected green space, wetlands, and woodlands for future generations to enjoy in Oakville. He recognized early on that green infrastructure is just as vital to collective health as roads and bridges, treating the preservation of our natural landscape as a sacred trust that could never be compromised for short term gain.
His environmental legacy includes the aggressive implementation of the Oakville Climate Change Adaptation Plan, the execution of the Community Energy Plan to lower emissions, and a bold, measurable commitment to achieving a 40 per cent tree canopy coverage across our town. It is because of these foundational, forward thinking policies that he has earned a rightful, prestigious reputation across the entire province of Ontario as an uncompromising champion for the preservation of the Greenbelt. His work has ensured that our children and grandchildren will grow up in a town that still breathes, where nature is integrated into the very design of our urban spaces.
But the true measure of a great leader is found not just in the acres of land preserved or the infrastructure built, but in the vulnerable lives defended, uplifted, and brought out of the shadows. Throughout his time in office, Mayor Burton has been a passionate, deeply empathetic, and relentless advocate for women, children, and survivors of domestic violence and abuse. He has consistently used the full weight of his mayoral platform to support local shelters, crisis centres, and charitable organizations, ensuring they have the resources needed to provide a safe sanctuary for those in crisis.
Through his longtime, dedicated role as Chair of the Halton Regional Police Services Board from 2011 to 2021, he prioritized community safety with a specific, trauma informed focus on protecting the vulnerable. He helped foster an environment within our local institutions where survivors are heard, validated, treated with absolute dignity, and given the comprehensive protection they deserve. I am personally and profoundly grateful for his leadership because he understands a fundamental truth that many leaders overlook, that a community cannot truly prosper, excel, or call itself civilized until its women and children are safe, valued, and fully empowered. He has broken down barriers and opened doors, ensuring that women have a powerful voice in shaping the policies that govern our town.
A defining pillar of Mayor Burton’s twenty-year legacy, one that truly defines the character of Oakville, is his profound commitment to historical preservation. He understands that our history is not an obstacle to progress, but the very anchor that keeps us grounded. When provincial shifts changed the landscape of heritage management, he proudly embraced heritage as a local responsibility, declaring Oakville second to none in the preservation of cultural and natural heritage. He led the transformation of our founders’ home into the vibrant Oakville Museum at Erchless Estate, creating a sacred vault for our collective memory.
His preservation work is woven into the very fabric of the Old Oakville area, where he championed the update of the Heritage Conservation District (HCD) guidelines to protect town owned landmarks at 8 Navy Street, King Street, and the historic Post Office at Lakeside Park. Under his watchful eye, Oakville has celebrated massive milestones in heritage property protection, bringing the total number of designated properties across our four Heritage Conservation Districts to nearly 700. By fighting to safeguard these homes, places of worship, cemeteries, and historic trees, he has successfully diverted demolition waste, honoured traditional craftsmanship, and preserved the visual stories of our ancestors.
This twenty-year journey of success and stability did not happen by chance, nor did it come without a massive, profound degree of personal sacrifice. Mayor Burton and his family have given heavily and selflessly of their private lives, their time, and their personal energy to carry the heavy, often exhausting mantle of public service. They have navigated countless late night council meetings, complex jurisdictional crises, and the relentless demands of leadership, yet Mayor Burton has never lost his joyful spirit, his approachable warmth, or his genuine love for interacting with the people of Oakville.

He has proven that a mayor with one vote can still move mountains when they possess the respect, the experience, and the trust of the entire community.

We rejoice in the state of the art community facilities built under his watch, ensuring every single one of our seven wards has its own community center, highlighted by the grand opening of the 16 Mile Sports Complex and plans for future hubs in North Oakville. We celebrate his financial responsibility, keeping the draft budget tightly on track to meet its low tax targets, maintaining an incredibly low debt health profile, and leading Oakville to be ranked as one of the most livable cities in Ontario.
The evolution of our town stands as a living testament to how his leadership has actively catalyzed new growth while securing economic prosperity. Under his watch, the transformation of Midtown Oakville into a transit oriented community near the Oakville GO Station has taken flight, paving the way for over 6,800 new homes and thousands of construction jobs. This progressive blueprint is mirrored in the massive, mixed use community projects expanding along the Trafalgar Urban Core Area and northeast corridors. Far from letting growth become haphazard, Mayor Burton’s strategic governance successfully secured multi million dollar provincial allocations like the Building Faster Fund, making sure infrastructure expansion pays its own way while upholding local livability.
Furthermore, his dedication to fostering an ecosystem of innovation has attracted powerful global entities and massive corporate expansions to our doorstep. Oakville has consistently been lauded by Site Selection Magazine as one of the premier places to invest in Canada, drawing in tech and industrial leaders like ABB Canada, Clearlight Energy, and Siemens Canada. Through forward-thinking initiatives like the Branches To Business program, his administration has strategically positioned our town at the very heart of the Toronto-Waterloo technology and innovation corridor. From new manufacturing plants on Speers Road to commercial corporate hubs on Cornwall Road, his leadership has proven that smart growth doesn’t diminish a town it funds its future.
As we stand at this generational turning point, we recognize that the future of Oakville will inevitably enter a new stage of leadership. Although we will deeply miss the profound contributions of long serving public servants like Alan Elgar, Cathy Duddeck, Dave Gittings, and our beloved Marc Grant, their impact is permanently etched into our community’s foundation. In this moment of transition, I want to take a solemn pause to express my deepest, most heartfelt condolences to Marc Grant’s family. One of my most cherished memories of Marc Grant was from my time working on the Larry Scott campaign. He was an absolute, radiant, positive light to the world, a man who unselfishly shared his brilliant passion for photography, his deep, unconditional love for his family, and his tireless dedication to our community. It is the spirit of leaders like Marc that reminds us of the sacred humanity behind municipal service.
As we look toward that future, we must recognize that growth and expansion should not be feared, but embraced as a natural chapter in our nation’s story. Canadians are, by our very nature, a beautifully blended population of immigrants, which are diverse people from all corners of the globe who arrive on our shores seeking a greater, safer, and more prosperous future within Canada. True prosperity means that we actively enable this growth rather than hiding from it, as it means proactively securing places for new families to live, thrive, and plant roots. While it is completely natural for some residents to hold concerns or critiques regarding local leadership, it is vital that we maintain a balanced perspective and remember the immense good that has been built here. The truth is, our communities will inevitably become more technologically focused and deeply integrated within an interconnected regional landscape, meaning we urgently need experienced leaders who masterfully understand the fine details of regional and municipal laws to fully navigate their impacts. No leader is entirely perfect, and people naturally make mistakes along the way, but it is fundamentally important that we respectfully honour those who have dedicated their entire lives to building, protecting, and guiding our growing communities.
